For educational and training institutions

In order for the Social and Continuing Education Fund (SWF) to pay for training or continuing education, two conditions must be met:

  1. The educational measure must be eligible for funding.
  2. The educational institution must be listed with the SWF.

The rules for this are set out in the SWF framework agreement for training and continuing education institutions.

This states:

  • the minimum requirements an institution must meet,
  • how funding works,
  • and what obligations the institution has.

Requirements for listing

A training or continuing education institution can be listed if it:

  • has a permitted legal form.
  • For example: sole proprietorship, association, limited liability company, partnership, or public corporation.
  • has been offering courses or training for professions for at least 3 years.
  • and also meets one of the following conditions:
  • The institution has an Ö-CERT certificate,
  • or
  • The institution has been authorized by a public authority to provide legally regulated educational measures.

Listing is free of charge.

How the listing works

1. Registration on the SWF service portal

The educational institution registers on the "My SWF" portal.

2. Upload the documents

The institution uploads the following documents:

  • The signed SWF framework agreement
  • The completed and signed self-disclosure form
  • An extract from the commercial register or another document confirming the legal form of the company
  • (e.g., extract from the register of associations, business registration)
  • A valid Ö-CERT certificate
  • or a valid authorization from an authority
  • The completed and signed declaration of use for the SWF online portal

3. Review by the SWF

The SWF checks:

  • whether all documents are present
  • and whether the institution meets all requirements.

If everything is in order, the institution will be included in the training and continuing education directory. After that, funding applications can be submitted.

4. Requirements after listing

  • The institution must continue to meet the requirements, for example: retain valid certificates
  • cooperating in the processing of funding

If this does not happen, the listing may be removed again.

What do educational and training institutions need to bear in mind?

In order for the Social and further Education Fund (SWF) to be able to promote training and further education, these must first be checked for eligibility for funding and secondly, the educational and training institutions implementing them must be listed with the SWF. Listing is based on the SWF framework agreement for educational and training institutions and the SWF regulations. This framework agreement specifies the minimum requirements that an institution must meet, how funding is processed, and the obligations associated with it.

Requirements for listing

educational and training institutions can be listed in accordance with the SWF framework agreement if they:

  • have a permissible legal form (sole proprietorship, association, limited liability company, partnership, or public corporation),
  • have been offering career-oriented training programs for at least three years,
  • and either 
    • have Ö-CERT certification, or
    • have authorization from a public authority to carry out legally regulated training and further education.

Listing in the training and further education directory is free of charge for the educational and training institutions.

How the listing works

1. Registration on the SWF service portal
The educational and training institution registers with "Mein SWF" (SWF service portal).

2. Upload the required documents The
following documents must be uploaded:

  • Legally valid signed SWF framework agreement (see point 9 of the framework agreement)
  • Completed and legally signed self-disclosure form (see Appendix 1 of the framework agreement)
  • Current extract from the commercial register or corresponding proof of the company form (e.g., extract from the register of associations, business registration, etc.)
  • Valid Ö-CERT certificate or valid authorization from a public authority, including the expiry date
  • Completed and legally signed declaration of use for the SWF online portal (see Appendix 2 of the framework agreement)

3. Review by the SWF
The SWF reviews the documents for completeness and whether the institution meets the requirements. If the review is positive, the institution is included in the training and continuing education directory. After that, funding applications can be submitted. 

4. Ongoing requirements
The institution must meet the requirements on an ongoing basis (e.g., current certificates, cooperation in the processing of funding). Otherwise, the listing may be withdrawn. Details are set out in the framework agreement.
